PLOT
In the year 2020, Brandon "Big Boss" Babel and his crew of thieves have made Empire City a haven for criminal activity to the point where the local police force is powerless to stop them. Mayor Davis begs help from the government. To assist in taking down Big Boss, the FBI sent Special Agent Baldwin P. Vess (Codename: Bulletproof). However, after a confrontation with Big Boss' criminal goons, Vess sustains very critical wounds in a car accident and needs to be brought to the hospital. Vess is given a synthetic bulletproof torso that enables him to walk again after years of rehabilitation.
