The 13 states that make up the Kingdom of Dowa each have their own authority. Numerous organizations in these 13 states are under the supervision of the enormous civil organization known as ACCA. The ACCA inspection agency's second-in-command is Jean Otus. They keep tabs on all ACCA activities throughout the kingdom and maintain the flow of information about each state's ACCA office to the main office. Jean's duties include traveling on official business from the capital to the other districts to assess the situation and the local staff.
