The story centers on Medaka Kurokami, a dynamic and alluring first-year Hakoniwa Academy student who wins 98% of the vote to become president of the student council. Initiating a suggestion box, she responds to these requests creatively with the aid of her childhood buddy Zenkichi Hitoyoshi. She assigns the student council leadership roles to several pupils throughout the course of the narrative, including Kouki Akune and Mogana Kikaijima. The Student Council is informed that the academy's headmaster plans to launch the Flask Plan, an initiative to coercively subject regular students, or Normals, to experiments in attempt to transform them into people with superhuman talents, or Abnormals. The Student Council challenges other students interested in the research while breaking into the academy's secure lab.
