PLOT
In order to address the global warming catastrophe, the worldwide committee resolved to compel a reduction in CO2 emission levels in the middle of the 20th century. As a result, the trade in carbon accounted for the majority of the economic market. The once-industrialized nation of Japan is devastated by a massive earthquake, but the harsh carbon price still in place prevents Tokyo from being transformed into the largest "jungle-polis" capable of absorbing carbon dioxide. Project Atlas is started to organize the government and plan the reconstruction of Tokyo, which the Metal Age group opposes due to it being repressive. However, only 3,500,000 people can fit on Atlas, and the majority are forbidden from moving there. The background of the story is established by the difference between the wealthy living inside Atlas and the refugees living outside its borders in the jungles.
