PLOT
Dowa Kingdom, a kingdom split up into 13 states, is in the time of celabration of its rulers 99th birthday. There are many agencies across these 13 states that are controlled by an organization called ACCA. Jean Otis, is in command of one of these agencies known as the inspection agency. There are 130 people in this agency, they are divided into 10s and are placed in the states. With their central Office being in the capital city they are watching over ACCA. To see if there is anything shady is going on or not. Jean also travels a lot between the states to see if there is anything problematic inside his own agency as well.
