On the lower levels, Spitzbergen troops have difficulty defeating Juzo because he was never under Tetsuro's control. Tetsuro reveals to Wachowski that he used Harmony to hack into his own sub-brain to fool him and demands that Spitzbergen stop committing acts of terrorism to defeat Berühren. In exchange, Tetsuro offers to defeat Seven using Harmony, however Wachowski explains that terrorism is the only way to defeat Wurzel which controls Berühren. He tells Tetsuro about the history of Berühren, the takeover by Wurzel, his formation of Spitzbergen to defeat Wurzel and Spitzbergen's degeneration into an anti-extension terrorist group...
