Everything in Neo Kyoto is chosen via the "Build Divide" card game. Success in Build Divide translates to success in life, from settling interpersonal problems to deciding societal position. Every player's greatest aspiration is to become the King, whose unmatched abilities give them nearly unlimited control over the city. A young man one day awakens in Neo Kyoto, knowing just his name, Teruto Kurabe, and having only a deck of cards for a game he has forgotten. Soon after, Teruto meets Sakura Banka, another player, who aids him in recalling both the rules of Build Divide and his initial goal—that he must reach the King no matter what. Together, Teruto and Sakura discover that the Rebuild tournament offers them the best opportunity to meet the King, as the winner will be the one to challenge them for the crown after collecting twenty-one tokens from other players. But as Teruto keeps playing, he starts to recollect his lost memories, which raise questions about the fundamental essence of Neo Kyoto.
