To support her father, who is unemployed, Rinka Urushiba works as a part-time waitress. Her existence in Tokyo appears to be rather typical from all appearances, but when she mysteriously witnesses a flying penguin one day, her perception of normalcy starts to wane. As she pursues it all the way to a building's top, she comes across further shocks, such flying goldfish and another individual—a classmate named Kyoutarou Azuma—who is also able to see these unusual things. When a goldfish phases through Rinka, she falls asleep and wakes up an esper with the ability to phase her body through objects. But that's not the only odd thing about her; when she uses her abilities, her hair becomes white. She becomes Tokyo's new hero and is given the moniker "White Girl" after unwillingly deciding to use this new talent to benefit the city. Together with Kyoutarou, who now has the ability to teleport, Rinka starts putting things right in the city while battling other espers who have much less admirable motives.
