Rino Rando, who has been living alone ever since her mother Chieri passed away, is followed as she enrolls in Miyagami Private Academy on the advice of her enigmatic pen pal Mr. Poppit. Rino unexpectedly joins the Best Student Council, an elite club of female students, not long after she arrives. Rino discovers that the Best Student Council was established to guarantee that freedom when Kanade Jinguji founded Miyagami Private Academy as a place where students may live without limitations. Free tuition, lodging, and board are provided to the top student council members. The action of the narrative occurs in the enigmatic all-girl high school Miyagami Private Academy, as well as at its student government and Miyagami Academy Maximum Authority. The Best Student Council (Gokujou Seitokai), commonly known as the Best Student Council, is a group that has its own vehicular, covert, and assault divisions. More power than any academic or staff member is vested in this council. The Executive, Assault, Covert, and Vehicle Squad groups make up the Best Student Council's four primary sections. Each member of the council possesses a unique skill, such as a unique combat style, the capacity to acquire intelligence, or a weapon like cards, a yo-yo, or, in Rino's case, her hand puppet, Pucchan. The President is the only one who truly understands how many people make up the best Student Council, it is revealed in an early episode.
