Ken-Oh surveys his territory and praises Ryuga for his loyalty. However, Ryuga is inwardly critical of Raoh and his tyranny. After Ryuga witnesses Kenshiro's compassion towards others, he becomes determined to find out which of the two Hokuto brothers-at-arms is more to fit to lead in the new world.
